INTERNET ACCEPTABLE USE AGREEMENT
The library is a public place and as such, patrons should not expect complete privacy. Library patrons use the Internet at their own risk.
Children ages twelve (12) and under are required to have a parent's or legal guardian's signature on the Library's "INTERNET ACCEPTABLE USE AGREEMENT" and DIRECT parent or guardian supervision while on the Internet.
For children ages thirteen (13) through seventeen (17), the Library requires a parent's or legal guardian's permission and signature on the Library's "INTERNET ACCEPTABLE USE AGREEMENT" before using the Internet.
Individuals age eighteen (18) and older are required to read and sign the "INTERNET ACCEPTABLE USE AGREEMENT" before using the Internet.
· Computer users must have a library card. These are free to Texas residnets and $5 each for out-of-state residents.
· Non-resident visitors will be allowed to access the Internet free of charge on a one-time-only basis.
· The Internet will be available to the public during Library hours until 15 minutes before closing.
· The Library will allow use on a first-come, first-served basis.
· The patron is responsible for any damages to the computer during that patron's period of use.
· There is a 30-minute time limit per patron unless no other patrons are waiting.
· Library Staf can give only LIMITED assistance and cannot TUTOR the patron on the use of the Program or Computer.
· The patron will be charged a set amount PER PAGE for all printed copies.
· The library Staff reserves the right to terminate computer privileges to noisy, rude or disruptive people.
· We reserve the right to remove noisy, rude or disruptive people from the Library.
· Filtering can be unblocked by requesting an override from one of the circulation clerks.
Users may not:
· View pornographic sites. (Texas Penal Code Section 43.21, et seq.). Authorities will be notified and your user privilege will be terminated if you are caught viewing a child pornography site. The preceding acts may be considered a misdemeanor or felony crime under Texas state law (Section 1, Title 7, Chapter 33, Section 33.02a).
· Circumvent filtering or blocking software, or other security measures to access visual depictions deemed (a) obscene, or (b) child pornography, or (c) harmful to minors as defined in the Children's Internet Protection Act (CIPA~Public Law 106-554).
· Circumvent public access computer time management software or procedures.
· Use the workstations to gain access to the Library's networks or computer systems or to any other network or computer system.
· Obstruct other people's work by consuming large amounts of system resources or by deliberately crashing any Library computer system.
· Attempt to damage computer equipment or software.
· Attempt to alter software configurations.
· Attempt to cause degradation of system performance.
· Use any Library workstation for any illegal or criminal purpose.
· Violate copyright laws or software licensing agreements in their use of Library workstations.
· Engage in any activitiy that is deliberately and maliciously offensive, libelous, or slanderous.
· Use the service to transmit, post, upload, or otherwise making available defamatory, harassing, abusive, or threatening material or language that encourages bodily harm, destruction of property or harasses another.
Violations may result in loss of access and/or future use. Staff is empowered to terminate a user session if necessary. Unlawful activities will be dealt with in a serious and appropriate manner, including notification of law enforcement authorities.
Supervising Children's Use
Parents are expected to supervise thier children's Internet use. Library staff cannot monitor what is or is not appropriate for your children.
Supervision of a child's access to the Internet is ultimately the responsibility of the parent or guardian; the Library does not have the right or responsibility to act in loco parentis (on behalf of the parent/guardian). However, in accordance with the Children's Internet Protection Act (CIPA~Public Law 106-554), the Library does filter Internet access for both minors (persons under the age of 18) and adults to certain visual depictions that are (1) obscene (as defined in section 1460 of title 18, United States Code), or (2) child pornography (as defined in section 2256 of title 18, United States Code), or, with respect to use of computers with Internet access by minors, and (3) harmful to minors. Furthermore, all patrons must abide by §43.22 and §43.24 of the Texas Penal Code, which prohibits the intentional or knowing display of such materials, while being reckless about whether a person, and especially a minor, is present who will be offended or alarmed by the display.
No filtering software can control access to all materials that an individual may deem inappropriate. Atlanta Public Library does not guarantee the total effectiveness of technological protection measures such as filtering software.
